Description

When uploading to a Yaesu Vx-3R if the file contains the value zero in the offset field (even if there is no offset or split set) then the upload fails on the handheld with Error reported. Chirp believes the upload was ok as this occurs at the very end of the upload. Modifying all unused offsets to 0.6 fixes the problem.

Problem noticed on version 0.4.1
