<p>This issue (unsigned installs /programs) can be addressed in couple ways. With the Windows 10 UAC control, and directly in the properties of the executable. I won't post links, do a little searching searching. </p>
<p>Personally I prefer Lubuntu, lightweight and reliable, runs on old hardware, doesn't care about fake chips on serial adaptors like Windows.</p>
