This looks a variant of the QYT KT-8900 which would make this a duplicate of an existing issue. Please follow issue #2673 to track the progress.
If you are running Windows and your programming cable has a Prolific type chip, the chip is most likely counterfeit and the device driver that is automatically installed by Windows is intentionally incompatible.
You will have to download, install and select an older (2007), but compatible, Prolific driver (v3.2.0.0 for Vista and later). Check the "Drivers and USB Cables":http://www.miklor.com/COM/UV_Drivers.php page of "Miklor.com":http://www.miklor.com for a link to the driver and a guide.
