[NEW MODEL] Add Support for Baofeng UV-82WP (and similar models)

This patch adds support for the following radio models:
Baofeng/Pofung BF-A58, UV-82WP and GT-3WP
Retevis RT6

I have been kicking around some ideas on how to get around this. Right now the issue is not having time to address it.
