I read the instructions above:
Description
When trying to connect/upload to Baofeng UV-82HP from Australia from within Chirp, above required username/password for Radio Reference Database and also 'County Code'
I have inquired with Radio Reference who were not able to help, referring me back to Chirp. Cheers :)

We can't help with the RadioReference license, you need to subscribe with them.
Also, the County Codes are defined by them; so it's kind of interesting that they refered to us?
