Kenwood TS-2000 memory import fails when trying to import into an empty channel

Description

Import of .csv was crashing Chirp before the 'Import from File' window appears with the following message:

There was an error during import: '?' is not in valid list: ['WFM','FM', 'NFM', 'AM, 'NAM', 'DV', 'USB', 'LSB', 'CW', 'RTTY', 'DIG', 'PKT', 'NCW', 'NCWR', 'CWR', 'P25', 'Auto', 'RTTYR', 'FSK', 'FSKR', 'DMR']

After clicking OK on this message, Chirp is responsive but will go into 'Not responding' if I attempt a second import.

I have tried this with at least 30 iterations of .csv import files trying to figure out the pattern...
If I export a .csv and re-import it, it will get to the Import from File window and then import correctly.

It appears if the import files contains a row for a memory that is presently empty on the radio, the import will fail.

I tried various other combinations to find a small sample import file which would succeed and one which would fail; they are attached. On my radio, memory 5 is empty and memory 8 already has an entry; the two .csv files are identical except for the memory location.

Debug log is also attached - a similar warning appears in the log for every empty memory position when downloading from the radio. No visible error messages appear from the user interface.

Marking this as High priority since many users could discover the problem only after their radio's memories got wiped, and are left unable to restore them.

I'm experiencing the same issue with CHIRP daily-20200521 and My Kenwood TS-2000.

If a CHIRP attempts to import to a channel slot that is empty, popup error appears:
"There was an error during import: '?' is not in valid list: ['WFM','FM', 'NFM', 'AM, 'NAM', 'DV', 'USB', 'LSB', 'CW', 'RTTY', 'DIG', 'PKT', 'NCW', 'NCWR', 'CWR', 'P25', 'Auto', 'RTTYR', 'FSK', 'FSKR', 'DMR']"

This error behavior appears when importing a .CSV file, or when attempting to directly import from RFinder.

After I close the popup, CHIRP appears to freeze and is unresponsive for quite some time.

I wouldn't mind donating a few bucks if needed to put it on the radar.
