Reading and programming radio trouble

I have two versions of a 5RM radio
AR-5RM and UV-5RM models

When programming the AR-5RM there is no [roblem.
When I read the UV-5RM it downloads fine.
When I try to upload a modified or a file recalled from the PC to it it gets to the upload screen and I click the final OK button and the the progress bar does nothing. The program stops progressing there.
If I reboot the computer and read the saved file from my PC it loads properly.
When I make changes and try again it fails at the same point.
when I reboot the computer again it again works one time.
if i try to program the AR-5RM it always works. even after a UV-5RM failure
