chirp doesn't show the lseng radio in the drop down window to down load from radio also wondering if there is a stock list of frequencies for the radio in the 400-480 mhz

This is because it's not yet supported. Check the list of Supported Radios.
(As for your other question - that's something best asked on the "mailing list":http://intrepid.danplanet.com/mailman/listinfo/chirp_users. The range you list covers several different radio services, which vary by region.)
