closedCHIRP does not respond, have to open second instance

I am running CHIRP on Windows 7; using with UV-5Rv2+, UV-5R, GT-5TP, UV-50X2 and FT-8900. As soon as I select menu option to bring up dialog to read from or write to radios (any of the models used) CHIRP stops responding before it shows selection box to select COM port and radio model. At that point I cannot close the window or kill the process.
I can then open a second (or subsequent) instance of CHIRP that works fine with all radios.
This happens 100% of the time and with every build I try. I cannot kill the original CHIRP process, and have used a variety of tools to try; the original CHIRP windows just hangs in the background unresponsive. A reboot is required to kill it.

Have you been able to resolve this on your own since you submitted this?
Have you tried with a more recent version since you submitted this?
Since Windows 7 is no longer supported by its maker, we might close this issue soon - unless there are any further reports.
