Hi Isaiah,

The CHIRP formatted CSV file is not limited in any way as to radio service or location. The only requirement is that it is in the proper CHIRP format. If RadioReference does not have a CHIRP compatible export like RepeaterBook does, then you must convert it to the proper format.

One way to see what the CHIRP format should look like would be to export your current channels to a CSV file an load it into a text editor or spreadsheet program to review it. Another would be to load any of the several stock config files (which include NOAA Weather Radio, marine, railroad and other similar radio service frequencies) into a text editor or spreadsheet program and review them.
