Is there a new Chirp update that runs on Windows 11

Since Windows 11 is not officially released yet, we don't know.

There is no update required for CHIRP to run on Windows 11.
To be sure of this, I installed the latest CHIRP installer build for Windows on my Windows 11 virtual machine. CHIRP installed without any issues.
I then plugged in my USB programming cable. As expected, the driver automatically installed by Windows 11 did not like the USB-to-Serial chip in the programming cable (this is not a CHIRP issue). I installed and selected the older Prolific v3.2.0.0 driver as required by any programming cable manufactured with this type of USB-to-Serial chip used in Windows Vista and later. This may have been a little more difficult that it was for Windows 10 but it was still possible.
Lastly I downloaded from a radio and then uploaded back to it with no issues either direction.
