Description
Requesting that an additional README be added to Chirp's root. It is hoped this file contains a set of dev processes and notes for assisting in Chirp's development, for developers new to either Chirp and/or Github.

Can this also be modified to include a "Changelog"? I have yet to find a concise list of what changes in the daily builds of "Next" version. Some installers, like UltraVNC, build a changelog right into the installer, so you see it there!
