I was looking to program the NOAA Weather alerts into the radio and I keep seeing "Cannot be imported because: Memory location cannot change frequency" when I hover and I am unable to select the channels for import.

I have tested that I am able to manually configure a memory location above 30 with the frequency and I am able to successfully program and monitor the frequency on the device. I have also seen that some stock channels can be programmed and do not appear greyed out, I am unsure if they work since I have not attempted to program one yet.

My suspicion is the Import From File dialog calls the drivers validate_memory function with the channels configured to start from location 1 which fail validation when they edit certain properties. I have attempted to adjust the location the import will insert into but I don't believe a revalidation occurs after the initial one. If the import dialog can attempt a revalidate after new location offset is set or instead start at a location above 30 for this driver I suspect the validation should pass and the channels should be allowed to be programmed.
