KG-UV8D Plus does not parse DCS entries

Description

Entries written to the radio from CHIIRP will have DCS TX and RX entries garbled.

If the radio was programmed correctly using the OEM software, then read by CHIRP, the entry row will result displaying ERROR in the DCS cell.

If the radio was programmed by CHIRP, and read by the OEM software, the DEC QT/DQT and Enc DEC QT/DQT will show the RX Freq and RX Freq cellls.

Just to make this clear which model this error affects
Model Affected is: KG-UV8D PLUS

I do not know if this is an issue with the KG-UV8D non-plus driver.

chirp-daily-20190511 now supports KG-UV8E , which its a sibling of the KG-UV8D Plus.
The KG-UV8E driver parses DCS entries properly, but for for the KG-UV8D Plus, which is based upon the same root driver.
What is the parse difference in the twi driver scripts when it comes to reading/writing those entries to and from the radios?
