BTECH color lcd variants have weird behavior if scramble bit gets set

Description

The later BTECH models never have scramblers, which means we don't expose that setting in the UI. Since it's not set in the UI, it never gets unset when editing a memory if it is set for some other reason (i.e. failure to initialize the whole memory when un-empty-ing it).

Some more detail if you're suffering from this:

If you open an image with these bits set incorrectly, they won't be reset automatically. In order to "clean" it you need to "touch" each affected memory in some way and then save the image again. One way to do that would be to just edit the memory in some way, like change the frequency to something and then change it back. Another thing that I think should work is to open an affected image, then File->Import from that same image and choose all the memories inside.

The import action will not import the scramble bit (it wouldn't before either) but will end up re-setting all the memories again to the same values and thus cleaning the scramble bit.
