You cannot directly upload a CSV file into any "clone mode* programmable radio such as the BF-F8HP. This is why the "upload option is DIMMED".

Only a CHIRP Radio Images(*.img) file that was previously download from a BF-F8HP and loaded back into CHIRP or a tab that was just created by downloading from a BF-F8HP can be uploaded back into a BF-F8HP. The left half of the tab name will display "Baofeng BF-F8HP:" and the Upload selection will no be "DIMMED".

Assuming that your downloaded from RepeaterBook CSV file is still CHIRP compatible (editing it yourself can break compatibility), you will have to import it into a tab that is compatible with your BF-F8HP. Another popular method is to load the CSV file into a second tab allowing you to copy-and-paste from the "Generic CSV:" tab to the "Baofeng BF-F8HP" tab. Then upload the edited tab to your radio.
