Issue #10376 mentions the ABBREE AR-730 as being similar to Anysecu UV-A37 which is supported by CHIRP. Does Vendor: Anysecu / Model: UV-A37 successfully download from your radio? If not, please attach a debug.log file after attempting to download from it as a UV-A37.

Also the CHIRP supported Talkpod A36Plus appears to be an ABBREE AR-730/Anysecu UV-A37 variant, so give that model selection a try as well.
