closedCSV does not properly import of DCS/CTCSS split channels

Description
When importing channels that transmit on DCS and receive using CTCSS (or visa versa), the program imports the "Cross" Tmode column properly but does not import the "Cross Mode" column; doing some tinkering I was unable to find a column to the CSV file to force it (or at least couldn't figure out the proper column name if it is available).
This is useful for importing and sharing DCS/CTCSS split repeaters, which can be done by sharing image files, but these are radio specific and not as flexible to distribute amongst teams.

Yeah, this is a long-standing gap. There are plenty of other bugs opened about this, but I think we usually close them as "not supported". I'll see if I can make some progress on this.
