Description
Using CHIRP next-20230115 on Python 3.10.8 wxPython 4.20 msw (phoenix) wxWidgets 3.2.0
Trying to download/upload to a BaoFeng UV-5R+Plus radio. Get unable to communicate with radio
Win10, verified com port by watching in Device Manager and disconnecting cable and reconnecting.
Moved radio and same programming cable to Linux running CHIRP daily-2021217 (Legacy not NEXT). Works fine uploading and downloading from this Baofeng.

Working on two issues. Sorry about the subject. It's for a BaoFeng, I am openning a separate issue for the ICOM radio in a minute.

FYI, I am using a Baofeng usb programming cable:
BTECH PC03 FTDI Genuine USB Programming Cable for BTECH, BaoFeng UV-5R BF-F8HP UV-82HP BF-888S, and Kenwood Radios
