openPower on Field missing in latest build for Radioddity_UV-5G

Description
The Power on message fields appear to be missing in the latest build of CHIRP next 20230705. But only for specific radio models Radioddity (Baofung) UV-5G is gone in the latest build, but the Baofung UV-9G works fine.

Yeah, please see #10505. Basically, Baofeng has started releasing radios that break when that chunk of memory is written to them, but they're using the exact same reported version as radios that don't. So we have no easy way to determine which radios are affected. In order to not break all the new radios people are buying, we've disabled the settings in that area for the time being. Work is being done to try to figure something else out, but for the moment we're choosing safety over functionality, which I hope you can understand :)
