UV-5R Service Settings missing in Chirp-next

Description

I was hoping to adjust squelch parameters. When I download from Radio (UV-5R) on legacy Chirp the Service Settings are available, but using Chirp-next, the Service Settings are not there.

They are currently disabled for radios that report as having HN5RV01 firmware. Please follow issue #10505. Please attach a CHIRP 'image' from your radio there for research and development into the issue.

Yeah, please see #10505. Basically, Baofeng has started releasing radios that break when that chunk of memory is written to them, but they're using the exact same reported version as radios that don't. So we have no easy way to determine which radios are affected. In order to not break all the new radios people are buying, we've disabled the settings in that area for the time being. Work is being done to try to figure something else out, but for the moment we're choosing safety over functionality, which I hope you can understand :)
