closedAdd "Start Chirp" to last step of installer

Description
This is a request to "Start Chirp" or "Open Chirp" as the last step when installing.
How often it happens, that I open Chirp, and it reports a newer version, and to please use that. Go download it, then install it, then have to go start Chirp again. Would be MUCH easier to have that as a checkbox, with it checked On by default, but ability to turn it off if desired.

I swear the installer now had this the last time I used it a day or two ago. Did you add this function after this bug? If so, why not note it here? If not, why was this bug closed? Is this or is this not something we will be seeing normally now?

I must have clicked the wrong item in the list. I meant to close this (which means "done") not reject. It wouldn't make much sense to target it to a release stream and reject it.

Thanks! I don't know the ins and outs of this bug program quite yet, so did not know what to look for. Glad it is working, and hope it wasn't too difficult.
