You must have started chirp as administrator at some point? For what it's worth, that should never be necessary (or recommended). That said, you'll need to delete that debug log file (as administrator) that it's complaining about in order to proceed.

I pulled down the Raddiodity file of chirp and it's running fine. You can close the ticket if you want.
