CHIRP

They're static and there to show which memories are in which of the pre-assigned banks. There's some discussion in #11642 related to this, but basically users read that banks are available on these models and complain that chirp doesn't support them. We try to explain "because they're not changeable" and they don't understand since they see youtube videos with the banks tab and not locally. So, the recent change exposes the banks tab for those radios to show the "assignments" but doesn't let you change anything. We've had a number of questions/bugs raised about this recently, specifically for the UV17Pro-based radios, so this change was to try to reduce some of that confusion.
