closedBF-888S - No longer Uploads to Radio

Description
Downloads from the BF-888S and creates image file.
When Uploading the updated file back to Radio, the progress bar moves about 25% then skips to the 80% mark and continues to the end.
The Radio is not updated with changes.
It appears a chuck of code is either being bypassed or missing.
I reloaded 20131002 and got the same result as I did with 20131022.

Version 20131031 works to up and download with the BF888S on my older, XP laptop, but not on my newer, i7, Windows 7 laptop. Don't know if this helps troubleshoot the problem.

Let me clarify what is happening using Windows 7 (32 bit) and Vista.
After I download an image from the radio, I make changes using the Memories Tab (frequencies) and Setting Tab (options)
When I upload back to the radio, the Frequency Changes work as they should.
However, none of the Options within the Settings TAB are made.
The issue is strictly with the Options Tab.
