Description
Might it be possible to add a menu in CHIRP to configure radio settings such as transmit power, backlight, auto power off, and other radio settings in addition to the frequency memories?

What you are asking for is exactly what CHIRP does. You must be looking at a generic template (File->New).
Each radio is different as to what settings are available to be programmed. You have to first "download" from a given radio first to create a template that is compatible with it. Once you do this, more often than not, these kinds of settings will be available.
Load the attached .img file into CHIRP. It is from a Baofeng UV-5R that is fresh from the factory. It has nearly every setting that the radio is capable of (including a few which are only available in CHIRP).
The CHIRP repository also has a folder containing "test images":http://chirp.danplanet.com/projects/chirp/repository/show/tests/images from several radio Vendors and Models that you could load into CHIRP to see what their settings support looks like.
