VV-898 - unable to enter a channel number after programming with CHIRP

Description

After programming my vv-898 with CHIRP, I can no longer go directly to a channel by entering the channel number on the DTMF pad when I am using the "A" channel. I can enter a channel in the "B" channel. A factory reset resolves the issue.

Repro steps:
Perform factory reset of radio, but retain memories (see: http://www.miklor.com/VV898/VV-FAQ.php)
Verify you can enter a channel directly to both A and B be entering the memory number of the channel on the DTMF pad.
Connect radio to computer
Download with CHIRP
Without making any changes, upload with CHIRP
Verify you can enter a channel directly to both A and B be entering the memory number of the channel on the DTMF pad.

Expected Result:
You should be able to enter a channel number on the DTMF pad

Actual result:
Channel A does not respond when a number is pressed on the DTMF pad, however channel B works as expected.
