openMarine VHF duplex channels receive but don't transmit to marine radios

Description
Testing performed on marine channels 18, 60, 71, and 79 between marine radio Uniden HH980 that I've used for 15 years and new Baofeng UV-5RA programmed with Chirp's stock config US Marine VHF Channels. Simplex channels work between radios but duplex channels on Chirp programmed Baofeng receive but do not transmit. Offset on tested channels verified against http://www.navcen.uscg.gov/?pageName=mtvhf

This is a bug, but the fix will not be helpful to you. The intent of this stock config is for receive-only use, as there are no programmable radios accepted for marine VHF use. The stock config should be fixed to disable transmit on all of these channels.
If you need to transmit on marine VHF, I recommend buying another marine VHF radio.
