Description
When running setup.py script, there is no locale//.mo files on OpenBSD system.
The script calls make, but this implies GNU Make.
There is two remedies:
- Call gmake (GNU Make) instead of make if detected BSD system
- Rewrite locale/Makefile to run both GNU and BSD Make
