This message is always displayed the first time a new installation of CHIRP is launched. It is not and "error message".
This message tells the user that "Error reporting " (in other words 'the reporting of errors'), "has been enabled". It also lets the user know that if this "phoning home" behavior when an error occurs is not desired, it can be disabled in the "Help" menu.
