Won't Open COM Port

Description
I am trying to download the data from my Kenwood TM-V17A but when I start up CHIRP and click on the download from radio, it doesn't see any of the ports. I have the cable hooked to COM3 on Windows 10 but there are no ports listed in the drop down on the program. If I open the device manager, it sees the radio on COM3

Windows: If you are using a generic cable with a Prolific chip, you will very likely need to downgrade your driver to version 3.2.0.0.

I've received email notification from the submitter that he was able to resolve this on his own.
