Description
Connects and downloads from radio just fine but will not let me upload.
When I attempto upload it shows the port at COM5 but won't allow me to select a radio. I have performed this task on this computer previously.

When you tried this, did you download first, modify the image, and tried to upload?
If you attempt to upload a fresh "image", then it will not work.
You may want to add a debug log as described in Wiki: How To Report Issues.
