here's all in the title, is there any possibility to add to the CHIRP software, these two models?
for the prolific driver, it is possible to create another because under win7 and 10 in particular, this poses problem for the connection of the baofeng gt3-tp and qyt kt-8r .... Thank you very much

Please don't open multiple issues in one ticket, that's very hard to track. Could you open "New Model" tickets for each the Retevis RT95 and the QYT KT-8R? That helps the developers to separate things out and close issues item by item.
I have changed this ticket to "Feature", and I'm providing some feedback to your Prolific problem.
Under Windows, newer drivers detect fake Prolific chips and then refuse to work with them - you might have a cheap cable with such a fake chip in it. More here: CableGuide, and CableGuide FTDI OEM Cables.

Actually, Chirp doesn't provide any drivers; drivers come with the operating system or the decice you're trying to connect.
Please read the documents provided in the previous post and let us know whether it helps.
