does not appears on last build 20141231 on tyt there is only 3 rigs but not the th9800 why ?
UVF1 UV3R UV8D only appears but there is a th9800.py file

The simple answer is because the TYT TH-9800 is not currently "supported":http://chirp.danplanet.com/projects/chirp/wiki/Home by CHIRP.
There is an open issue (#1353) to have it added.
It appears that after looking at this issue, the ability to read and write the OEM software's .dat files was added to CHIRP. Apparently reading from and writing to the radio is done using the TYT software. The saved .dat file can then be loaded into CHIRP for editing and then the changes are saved back out to a .dat file.
