I can import changes and additions to my FT-70DR but NOT Bank assignments.

Can you describe more about the problem? You can't really "import" bank assignments, in the CHIRP sense of the word import. Do you mean you can't change banks of memories? Do you get an error message? Do the changes just not get reflected in the radio? More information, a debug log, and a radio image are needed.
