CHIRP next-20230124 on Windows 10 Home

chirp.wxui.memedit - ERROR: Failed to load memory 16 as error because: 'utf-8' codec can't decode byte 0xf6 in position 3: invalid start byte

Memory contains UTF-8 caharcters which can't be read by Chirp.
