What do you mean by "i plug into the data port and turn on the radio and nothing happens"? Nothing will happen until you click Radio followed by Download from radio (or type the Alt+D shortcut) fill in the Port , Vendor and Model fields and click the [ OK ] button. If you are doing this, then you must include a debug log and other information as described in the How_To_Report_Issues wiki page to aid with troubleshooting.

If you have the BTech PC04 programming cable, make sure you are plugging it into the data port on the front of the radio and not accidentally plugging it into the external speaker port on the back.

From the duplicate issue:

i guess i wasn't clear. ill try again. where im to click on radio, then click on upload from radio and down load to radio. thats the page im not getting. all i get is home page. i even removed my antivirus thinking they were interfering.

Richard, please include a debug log per the instructions How_To_Report_Issues . We can't help you without it.
