Go right ahead. The "L" in the model name is only an indication that the radio shipped with a different battery. The radio itself (the part that gets programmed) is the same as any other UV-82.

I use Windows 7 Ultimate and still get the error when I try to upload to Baofeng uv-82L. Do I need to use Windows 10 or higher? thanks,

You need to be running at least Windows 10 64-bit to be able to install and run CHIRP-next. So you must be using classic CHIRP. Support for classic CHIRP was ended at the end of December 2022. I would highly recommend that you find some way to install and use the latest version of CHIRP-next. See the system requirements for CHIRP-next on the CHIRP Download page.
Also don't forget to provide the information as instructed in the IssueInstructions.
