The message is telling you what the problem is - that the Python 3.8 you're running is too old now as we just bumped the minimum version to 3.10. That's (even less than) what's in current LTS distros and what the Windows/macOS builds are using. 3.8 is going to go out of official support this year, and there were some things not compatible with 3.8 that we wanted to get in recently.
