You have a communications problem. No programming software can work until you solve it.
Are you plugging the programming cable into the correct port? The external speaker/headset port and data port are next to each other. It is easy to plug the programming cable into the wrong port.

Hi Jim,
The FTDI programming cable functions with my other radios just fine, and I can confirm the cable was plugged in to the data port correctly. I did end up reconfiguring the OEM cable using the driver flash for PL203 clones, and was able to read and write on the radio. But for some reason the FTDI programing cable I was using did not want to function.

Then there must be something wrong with the data port of the radio. Unless the factory software works for you, this does not appear to be a CHIRP issue.
