Description
The Puxing PX-2R PLUS is the VHF version of the PX2R. It is recognized in CHIRP but only UHF frequencies can be programmed, and the radio will not TX on these frequencies.
I did find this old "Feature Request" (#469) but it might be better as be a "New Radio" or the PX-2R should be changed to allow VHF.
From 01/27/2013 Feature #469 chirp.danplanet.com/issues/469
++The current PX-2R configuration reads and writes files from a manually programmed VHF radio but will not allow entry or editing of VHF frequencies. When an attempt to enter or edit a VHF frequency is made, the following error message is displayed:
Error setting memoryFrequency 146.XXXXXX is out of supported range
It appears that the VHF frequencies are being deliberately locked out. In order to make CHIRP most useful for the VHF version and utilizing the new dual band receive capabilities of the new PX-2R UHF radios, the restriction on entering VHF frequencies needs to be removed.

It would be really great if the Puxing PX-2R plus could be incorporated in the CHIRP programming software, because, all of the chinese software versions out there are always a bit erratic, in case if it works at all ....
