Windows 10 Change language issue CHIRP daily-20150814 & 20151005

Description

Scenario:
A: computer with Windows 8.1 64bit language italian, installed CHIRP daily-20150814 language select: auto. Chirp language italian
B: computer with Windows 7 32bit language italian, installed CHIRP daily-20150814 language select: auto. Chirp language italian
And no problems, for both.
After Upgrading the computers to windows 10:
Computer A: Windows 10 64bit language italian, installed CHIRP daily-20150814 language select: auto. Chirp language italian but change language doesn't work. Still auto, after every selection (and any language). this happen in Open as Administrator too.
Computer B: Windows 10 32bit language italian, upgrade CHIRP daily-20151005 language select: auto. Chirp language english but change language doesn't work. Still auto, after every selection (and obviously not in italian :-)). this happen in Open as Administrator too.

Have you been able to resolve this on your own since you submitted this?
However, I'm unsure whether that's an issue with Chirp and not with Windows 10.

#4423 explains a workaround until the Windows build has been corrected to reflect the needs.
