CHIRP

Trying to replicate the Win32 language bug I found that with the latest libraries the locales directories for windows are different.

Now they are not in chirp/locale/es_ES.mo anymore.

As you can see in the locale log they are now placed at:
en_US/LC_MESSAGES/CHIRP.mo
es_ES/LC_MESSAGES/CHIRP.mo
...

An easy way to fix that is just create the new structure moving every *.mo file to */LC_MESSAGES/CHIRP.mo (I have tried that and it works) or upgrade the building machine libraries.
