I changed port to /dev/ttyUSB0. I got the following message on Ubuntu.
dmesg | grep tty
[ 0.000000] console [tty0] enabled
[ 4.640279] usb 6-1: pl2303 converter now attached to ttyUSB0
[ 503.341126] pl2303 ttyUSB0: pl2303 converter now disconnected from ttyUSB0

[ 2603.543906] usb 6-1: pl2303 converter now attached to ttyUSB0

Attach error log.

I followed the directions to download.
Is it cable problem ? How to check cable ? I have a multimeter. don't know the connections to check.

I tried two different radio's. same problem.

This most likely this is an issue with your programming cable or operating system, not CHIRP. I use CHIRP here with Windows 7 64-bit and Linux Mint 17.2 without any issues.

You didn't change the Platform from Windows to Linux. Did you also not change the Chirp Version from 0.4.0 to daily? You are running a recent daily build (CHIRP daily-20151013 is the most recent)?

Are you running CHIRP as root (sudo) or have you added your user to the dialout group?
