Recently i programmed the radio via chirp and now the pf1 radio doesnt work and cant make outbound and cant rcve any transmissions even with correct pl and offsets need help please

Sorry for the late response (and maybe you were able to resolve this already). I'm unsure what you did here. The .csv file you attached is not a CSV file, it's something binary (CSV is a pure text format) - what did you do with this file? I'm also unsure what you can do here. If the radio supports a factory reset, I would try that.
