Description

I just installed latest chirp on my Dell 8,1 upgraded to 10, Program loads, but, won't allow me to choose a port. I hit the drop down menu and Manufacture disappears but won't let me enter a port. Hit the drop down again and manufacture reappears but still won't allow a port # to be entered.

CHIRP probably doesn't have a port provided by Windows to choose from. When you upgraded from Win8.1 to Win10, the upgrade also updated all of the device drivers as well.

I'll bet you have a programming cable with a unauthorized copy of a Prolific chip. The latest Prolific driver is incompatible with counterfeit chips, so no virtual COM port has been created. You will have to downgrade to the older Prolific v3.2.0.0 device driver (like you most likely did for Windows 8.1) so that the device driver can create a virtual COM port that Window can report its availability to CHIRP.
