Description
I had the same error when installing the latest update while the older version of Chirp was running. I found the work-around was to do the upgrade while the older version was NOT running.

Then you should have been added this to #3405 instead of opening another issue.
This is not a CHIRP issue. Windows cannot delete or replace files that are in use. What you did was not a workaround, it is a requirement for upgrading CHIRP and most other Windows software.
