I'm seeing the exact behavior described in closed Bug #303 "CHIRP will not export channels with TX Inhibited (Duplex set to 'off') " with UV-5R, OS X, and daily-20121220
Reading the comments, it appears this bug was accidentally or incorrectly closed at the time it was created.
It's a real pain in the ass not being able to export to CSV. Whenever I have a lot of changes to make to a channel list, I make them in Excel since it has much better editing tools than Chirp.
e.g., the ability to change the "Scan" column on an entire block of channels.
