The GT-3 is just another UV-5R variant. The most likely cause is a problem with the programming cable. Either a compatible device driver isn't installed or the 2-pin plug isn't fully engaged in the radios socket.
The GT-3 has a ridge around the socket that can interfere with the shell of the 2-pin plug thus keeping the pins from being fully inserted into the socket. See this "page":http://www.miklor.com/COM/UV_ErrorMess.php#error1 for details about this issue and the workaround.
If the programming cable has a Prolific type chip the changes of it being counterfeit is very high (nearly 100%). The device driver that is automatically installed by Windows is intentionally incompatible with counterfeit Prolific chips. The workaround is to get a programming cable with an FTDI chips or to download, install and select the v3.2.0.0 Prolific driver (v2.0.2.1 for Windows XP) following the instructions on this "page":http://www.miklor.com/COM/UV_Drivers.php.
In the rare case that is isn't one of the above issues... Which version of CHIRP are you using? What is the error message that is being reported? Include a debug.log file.
