When you say "Genuine Baofeng programming cord", do you mean...
- The PC03 programming cable from Baofeng Tech (the radio dealer in the USA)
or
- The programming cable manufactured for Baofeng (the radio manufacturer in China) that has the Baofeng logo on the USB end of the programming cable
If it is 2, then the programming cable has a counterfeit Prolific USB-to-TTL chip that is intentionally not compatible with the device driver that is automatically installed by Windows. If this is the case, then you have to download, install and select the older Prolific v3.2.0.0 device driver (Windows Vista, 8, 8.1 & 10) or v2.0.2.1 (Windows XP) as shown "here":http://www.miklor.com/COM/UV_Drivers.php.
If it is 1, make sure the 2-pin plug is fully inserted into the radio's socket.
In any case, I am 99.9% sure this is a cable/driver/connection issue. CHIP won't/can't work until it is solved.
